Court declares Rivers rerun election panel ‘unconstitutional’

A Federal High Court in Abuja has declared a 15-member panel that investigated violations during the December 10, 2016 Rivers State election rerun, “unconstitutional”.

In a lengthy ruling on Tuesday, the judge, Gabriel Kolawole, said the composition of the panel was not known to law.

The panel was raised by the Inspector General of Police, Ibrahim Idris, to probe allegations of violations and violence during the legislative re-run elections.

The team had personnel from the State Security Service, SSS.

Moon Jae-in Declares Victory in South Korea Presidential Election

Moon Jae-in, a human rights lawyer who favors dialogue with North Korea, declared victory in the South Korean election on Tuesday, after his rivals appeared to concede defeat.

His victory would return the liberals to power after nearly a decade in the political wilderness and set up a potential rift with the United States over the North’s nuclear weapons program.

“I will be a president for all the people,” Mr. Moon said in a nationally televised speech before a group of cheering supporters gathered in central Seoul, the capital. He said he would work with political rivals to create a country where “justice rules and common sense prevails.”

Court orders SSS to produce Ifeanyi Ubah on Friday

Justice Muhammed Idris of the Federal High Court, Lagos, has ordered the State Security Service, SSS, to produce the Managing Director of Capital Oil and Gas Limited, Ifeayi Ubah on Friday, May 12 to show why he (Mr. Ubah) should not be released unconditionally.

Mr. Idris gave the ruling in favour of the ex-parte application filed by Mr. Ubah’s counsel, Ifeoma Esom, to compel the release of Mr. Ubah from the SSS’s custody where he had been held in detention since May 6.

Explosion at Mexico fireworks depot kills at least 12

At least 12 people were killed, including five children, and 30 were injured in an explosion at a house where fireworks were stored in central Mexico's Puebla state, authorities said on Tuesday.

The blast occurred on Monday night in San Isidro, Chilchotla, during preparations for a local festival next week.

N11bn oil scam: DSS trying to blackmail me – Ifeanyi Ubah finally opens up

The chairman of Capital Oil and Gas limited, Andy Ubah has described his arrest by the Department of State Services as a complete attempt to blackmail him.

The oil magnate said the claim by the DSS that he was involved in theft of petrol kept by the Nigerian National Petroleum Corporation, NNPC, in his tank farm in Lagos was a wrong accusation.
The agency on Friday picked up Ubah over his connection with the missing petroleum product, which was valued at over N11bn.

The department said Ubah’s action amounted to economic sabotage, with “capacity to negatively impact on national economy”.

National Assembly Raises 2017 Budget By N143bn

The National Assembly has raised the 2017 appropriation bill by over N143bn, up from President Muhammadu Buhari’s original proposal of N7.298tn. The new figure of the budget is now N7.441tn.

This came to the fore on Tuesday when the Senate received the report on the 2017 budget from its joint committees of Appropriation and Finance.

245 Migrants Feared Dead in Mediterranean Shipwrecks

United Nations officials said on Tuesday that 245 migrants were feared dead in two shipwrecks in the Mediterranean Sea. The death toll represents a major increase in an already grim tally this year.

More than 1,300 people are now estimated to have died while trying to cross the Mediterranean to Europe in 2017, most while attempting to reach Italy from Libya or Tunisia, according to the International Organization for Migration. Last year, 5,098 people died that way.

The two recent shipwrecks occurred on Friday and Sunday, though details about the extent of the loss of life were not released until Tuesday.

Freed Chibok Girls Having Medical Check-up In Aso Rock

The 82 Chibok girls freed from Boko Haram captivity on Saturday are undergoing series of medical check-ups in Aso Rock, Abuja.

Chibok girl comes back with leg amputated

One of the Chibok schoolgirls released by Boko Haram on Saturday returned with a leg amputated, The Guardian has learnt.

The unnamed girl was among the 82 girls taken from Banki, a town on the border with Cameroon, to Abuja, where they were taken to a Department of State Services clinic.

"Two [of the girls] have injuries," said, the chief of staff to President Muhammadu Buhari, Abba Kyari, who received the girls at the Abuja airport.

"One has hand injury, the other has a leg injury." He was quick to point out that the amputation had nothing to do with the "rescue" operation, which he said was carried out"professionally, without any hitch."

The director of medicals, DSS Clinic, Anne Okoroafor, assured that the girls would be given adequate medical care.

The 82 girls were among the 276 female students kidnapped by Boko Haram from the Government Girls Secondary School on April 14, 2014. Fifty-seven of the girls escaped while being taken away and three others were found or rescued by the military.

On October 13, 2016, 21 girls were freed after the Swiss government and international Committee of Red Cross brokered a deal between Boko Haram and the Nigerian government.

The Nigerian government said in April it was collaborating with “foreign entities” to negotiate for the release of the remaining girls.

“Talks are ongoing through other means with the help of some foreign entities to free more schoolgirls,” presidential spokesman Garba Shehu said during an interview with BBC Hausa.

“These talks are going on with the help of some countries. You can recall the 21 schoolgirls were freed with the help of the International Committee of the Red Cross (ICRC) and Swiss government officials who got involved in the negotiations. These two have not withdrawn their support in the negotiations,” Shehu said.

“There are also other countries that are lending support to the negotiations by being involved in the talks,” Shehu added.

82 of the more than 200 schoolgirls kidnapped in northeast Nigeria in 2014 today headed to meet President Muhammadu Buhari after a prisoner swap deal with Boko Haram secured their release.

The presidency announced late on Saturday that months of talks with the jihadists had "yielded results" some six months after 21 of their classmates were freed with the help of international mediators. "Today 82 more Chibok girls were released," a statement said. "After lengthy negotiations, our security agencies have taken back these girls, in exchange for some Boko Haram suspects held by the authorities."

No details were given about how many suspects were released or their identities. But AFP understands three Chadian nationals, allegedly senior commanders under Boko Haram leader Abubakar Shekau, were handed over. Military and civilian militia sources in the town of Banki, on the border with Cameroon, said the girls left for Borno state capital Maiduguri on board six military helicopters at 6:10 am (0510 GMT).

"One of the girls was carrying a baby with her, a boy of less than two years," said the source on condition of anonymity. The presidency said the teenagers would be brought to Abuja to meet Buhari, who was swept to power on a promise to defeat Boko Haram, whose insurgency has killed at least 20,000 people in Nigeria since 2009.

Shehu Sani, a Nigerian senator who has been involved in previous negotiations, said the talks lasted for "three to four months". The government would now look to secure the release of the remaining hostages, he added.

Boko Haram fighters stormed the Government Girls Secondary School in the remote town of Chibok on the evening of April 14, 2014 and kidnapped 276 teenaged girls who were preparing to sit high school exams. 57 managed to escape in the hours that followed but the remaining 219 were held by the group. Boko Haram's Shekau claimed in a video message that they had converted to Islam.

The audacious kidnapping brought the insurgency to world attention, triggering global outrage that galvanised support from the former US first lady Michelle Obama and Hollywood stars. The girls have become a symbol of the conflict. In April, parents and supporters marked the three-year anniversary of the abduction, describing the situation as an unending "nightmare". But they said previous releases had given them strength.

Enoch Mark, a Christian pastor whose two daughters were among those kidnapped, said of the latest releases: "This is good news to us. We have been waiting for this day. "We hope the remaining girls will soon be released." Patrick Yousef, the deputy regional director for Africa at the International Committee of the Red Cross (ICRC), confirmed the group "facilitated the safe return" of the girls as a "neutral intermediary". The Swiss government was also involved, Nigeria said.

Military and civilian militia sources in Banki said the girls were brought back to the town in ICRC vehicles late on Saturday afternoon and stayed in the military barracks there overnight. Boko Haram has used kidnapping as a weapon of war, seizing thousands of women and children, and forcibly recruiting young men and boys into their ranks.

In a less publicised attack in November 2014, some 300 children were among about 500 people kidnapped from the town of Damasak, on the border with Niger, in the far north of Borno state. The release of the 21 girls in October 2016 followed talks between Boko Haram and the Nigerian government brokered by the ICRC and the Swiss.

Three other girls have also been found. The first had a baby and was accompanied by a man she said was her husband but the military said was a Boko Haram suspect. Shekau has previously said the girls would be released if militant fighters held in government custody were freed. When the 21 were freed, Buhari's spokesman Garba Shehu said the government was hoping to secure the release of 83 others being held by a different Boko Haram faction. A total of 113 Chibok girls are now missing, although Shekau claimed in August 2016 that some had been killed in military air strikes.
